[CWB] Cygwin binaries

Dear Ruprecht,

some time ago Stefan and I managed to compile CWB under cygwin using the 
procedure documented here:

http://cwb.sslmit.unibo.it/doku.php?id=install:compile_cygwin

unfortunately it turned out that there were some memory related problems 
in running cwb under cygwin (I recall the process started hogging memory 
after a while).

Anyway it's worth a try.
