Summary: CQPweb: __freq corpora placed in pre-existing data directori

Initial Comment:
__freq corpora (ie CWB-format text-by-text frequency tables) are typically stored in the same registry directory as the corpus on which they are based. BUT if the base corpus is a pre-indexed corpus, the WWW server may not have access to this location (plus, even if it does, on general principles it shouldn't be fiddling with it).

Solution: even if a corpus has a regdir or datadata override, ALWAYS use the default locations (as in config.inc.php) for nrew-created __freq corpora.

This is an easy bug to describe, but may be a tricky one to fix - there are lots of locations in the code where the registry will need changing explicitly to the default data directory and back again.
