[CWB] CQPweb: Manage Group Membership

Hi Andrew,

In fact checking out the apache errorlog did the job. The
 /accessdir/.htgroup was owned by root rather than by www-data so there was
a permissions problem. I changed it and it is now working. thanks for the
pointer!
