In a word: No.

The next upgrade to the CQPweb access system will be to end the use of Apache authentication altogether. So there's not much margin in investing time in adapting it to changes in Apache...

Before I start wading through the source code:

Has someone already done the task to adapt CQPweb for Apache httpd-2.4? The main issue is that the interface to authentication and authorisation has changed.  
The .htacess files
written by the CQPweb engine don't work with the most recent Apache.
