[CWB] An alert: path to CQPweb 3.2

Hi all,

This is a note to people running CQPweb based on a trunk checkout of the code.

I am about to start making commits for a set of moderately extensive architectural changes which will lead into v3.2.0.  If you want to avoid things possibly breaking, I suggest not updating your code beyond the current checkin, the last for v 3.1.16, rev. 646, until I have finished this set of changes including writing the scripts for upgrading a live system from 3.1 to 3.2.
