I don't know if you can revise that bug report, but I doubt it will get a hearing in its present form, since what you have actually pasted in is the CQPweb message. When CQPweb detects a MySQL request has not worked, it prints the following block  which embeds the two error indicators from the mysqli module:

Everything above is generated by CQPweb except XXXXXXXX - which is the integer error code supplied by MySQL - and YYYY - which is the corresponding error message text. So, for instance, you might get  1026 with the error message, "Error writing file ".

CQPweb can only convey the error message it gets. In this case, there *is no* error code (it's 0, which means "no error", which is why the YYYYYY message is empty) because the PHP config itself intervened to stop the query being executed. 

I suggest you revise the bug to make it clear that the problem is that mysqli_errnbo returns 0 and mysqli_error returns an empty string on this condition rather than some meaningful error.  Otherwise, the presence of CQPweb-specific material will likely lead the PHP devs to ignore it.

I don't think that Ubuntu sucks (at least not in this case). But I  
definetely think that the current behaviour of php is a bug because  
the error message is not informative at all. I filed a php bug report  
on this issue here
