[CWB] The Windows build .... it's alive!! it's ALIVE!!!

Hi everybody,

Quick announcement - the Windows release of the CWB core is back.

Now compiled on Win64 using MSYS2 instead of cross-compiled from Linux. Also now for Win64 not Win32.

Note this is very much untried and untested. If anyone wants to take it for a test drive and report any errors (errors are expected!!), we'd be much obliged.
