Two problems here.
First, a bug in the BasicVrtInstaller which blocked the file selector tool when it was selected. I've fixed this; please update from subversion.
Second, clarification on how the user corpus system works. The users do not get access to the complex p-attribute/s-attribute control that you see in the admin UI.
The basic assumption of the user-corpus system is that it should be usable without detailed knowledge of the underlying CWB model including p and s attributes.
The purpose of CorpusInstaller plugins is to handle that for the users. The BasicVrtInstaller's "extra_config" input allows you to specify what the structure of the corpus is, by passing in annotation or XML template IDs, or specifying directly p- or s-attribute data.
You can register the BasicVrtInstaller multiple times with different extra config to give users access to different patterns of p/s attribute layout. They will appear as different grey boxes in the layout.

6. then I clicked on "[Select]" as below:
there is no options of S-attritubes and P-attributes available for superusers as below on the page /adm/index.php?ui=installCorpus as below:
All I want is a non-superuser can also have the enought privileges to install a new corpus from VRT files. What should I do step-by-step? Or it's impossible with current version of CQPWeb?

As the on-screen messages should indicate, you need to set up one or more corpus installer plugins before you can either use or grant access to them. Plugins, as the name indicates, don't exist until you as administrator plug them in.
The admin manual is a permanent work in progress and has many major gaps. However, corpus installer plugins are pretty well described; the whole chapter on plugins (ch 12) is 16 pages long.
You probably want SimplePlaintextInstaller along with BasicTokeniser. OR, install TreeTagger on your system and then use the associated plugins TreeTagger and StandardToolInstaller.

@Hardie, Sorry to tell you again I have new problems for a non-admin user to create a corpus. A user in my privileged group my_students logins in, goes to /usr/index.php?ui=installCorpus, it says as the screenshot below:
I then login with the admin user, goes to /adm/index.php?ui=privilegeAdmin, there is no options to select as installer plugin. Is there also something like $user_corpora_enabled to configure in config.php file? I checked the official PDF documentation, it seems no related description.

That's because you are sending them to the admin interface, but they are not admins. So that is the wrong place.
You need to direct them to the install corpus interface for ordinary users, which is in the user homepage; select "Install a new corpus" from under "your files and corpora".

Readability improves drastically if, as I suggested, you turn off digest mode.
1. Go here: http://liste.sslmit.unibo.it/mailman/options/cwb
1. Enter your email and password. then you'll see your mailing list config.
1. Scroll down to the grey table of options. the second option is "Set digest mode". Set it to OFF. Press the "Submit my Changes" button at the bottom of the page.
Regular posters should generally not use digest mode off. It is suited for members who only or mostly read messages, rather than post.

That's because you are sending them to the admin interface, but they are not admins. So that is the wrong place.
You need to direct them to the install corpus interface for ordinary users, which is in the user homepage; select "Install a new corpus" from under "your files and corpora".

I had granted all the built-in 8 privileges to a group "my_students" as the screenshot below:
However, when a user of the group "my_students" logged in and accesse the "install new corpus" page: /adm/index.php?ui=installCorpus , it showed errors as below:
