[Sigwac] EMNLP 2020 important dates changes

In view of the pandemic, EMNLP 2020 will take place as an on-line 
"virtualized" conference, and EMNLP 2021 will take place in Punta Cana.

Furthermore, to give everyone more time to prepare their submissions in 
the current stressful situation, the following changes were made:

1. The dates of the main conference have been moved back to 16-18 
November 2020 (Monday-Wednesday).
2. The submission date for papers has been moved back to 1 June 2020.
3. The anonymity period will begin on 1 May 2020.
