[CWB] cqpserver charset: Where can I set this variable?

Just for the record:
the cqpserver is on the same machine as the client, connections are only
allowed from localhost. The setup us the same for cqpserver-3.0.0 (where it
works) and cqpserver-3.4.7 (where it does not work).
The cqpserver is connected by four different clients simultaneously, the
overall traffic is low.
I append the configuration file, it consists of just two lines:
host 127.0.0.1;
user test "test" (GRUG_GER GRIMM_DE SACOCO_D_FCS SPQR);
and the parameters of the cqpserver call:
cqpserver -I /usr/local/cqpserver/conf/cqi_init -r /data2/cqpweb/registry -L
