[CWB] CWB fails to install on Ubuntu 16.04

I have installed cwp and cqpweb under Ubuntu 16.04 LTS successfully.

It was necessary to install some extra packages not coming readily
with the distribution, including

libarchive-ar-perl
libncurses5-dev

Generally speaking: When some header files are missing, they are
typically in some dev package that is not yet installed.
