I have found a related Issue where you advised me to do next thing:
You may have to edit config.mk to SITE=standard before running the install
script.
so I did'it for the cwb but anyway I get the same error:
gcc -c -o llquery.o -O2 -Wall -fPIC -m64 -DUSE_TERMCAP -DUSE_READLINE
-DREGISTRY_DEFAULT_PATH=\""/usr/local/share/cwb/registry"\"
-DCOMPILE_DATE=\""lun sep 10 13:39:34 CEST 2018"\"
-DVERSION=\"3.4.14\" -I/usr/include/glib-2.0
-I/usr/lib/x86_64-linux-gnu/glib-2.0/include llquery.c
llquery.c:43:10: fatal error:
readline/readline.h: No such file or directory
#include <readline/readline.h>
^~~~~~~~~~~~~~~~~~~~~
compilation terminated.

Ok, yes, I was installing from

svn export http://svn.code.sf.net/p/cwb/code/cwb/branches/3.0 cwb-3.0 (IMS Open Corpus Workbench)

I changed to
SVN access for developers
svn co http://svn.code.sf.net/p/cwb/code/cwb/trunk cwb (IMS
Open Corpus Workbench, development branch)
etc..
but anyway I get errors:

/home/andres/CWB/Perl-CWB-3.0/blib/lib/CWB/CQP.pm line 366 during global destruction.
You should get a newer CWB version â are you building from a SVN checkout of the 3.4
series? It's a test I added fairly recently when I fixed a related bug, but I found the issue
serious enough so I didn't make the test conditional on a newer CQP version (as e.g. for the
crlf tests). You can also just ignore the error and continue with the installation. Best,
Stefan
